YOUR telegram No. 221 of 28th November. Military attaché has ascertained from the War Office that all German prisoners from Tsingtan have already arrived here and been interned with the exception of 20 officers and 291 men (? sick and wounded], who will be gradually moved here as they may recover.
In these circumstances, I shall not speak to Minister for Foreign Affairs without further instructions from you.
